So what laundry detergent does the TSA never seize?

The TSA seizes this:

Is there any indication that a 1.6 oz packet of the above item includes bleach, hydrogen peroxide or any other "restricted" items? The TSA at some places lets it go and at other places seizes it as hazardous material or flammable after being unable to indicate bleach or hydrogen peroxide is in the packets and obviously not experimenting at airports to test for flammability.
