Unless you are in BC on the KLM flight you are not able to pre-assign seats. If this flight is in BC call DL and get the KLM PNR and then go to KLM.COM and select "manage reservation" and you should be able to select seats. But bottom line is that Y is only assigned at checkin.
This is Y on a TATL and is within 90 days

You will not be given a EC seat on KLM free of charge unfortunately. So I would believe KLMs system since they are the operating carrier.

darn ... not even the exit row is available without paying $100 ... aren't there any discounts for partner elites?
I also think it's wrong of Delta to say that I have a confirmed seat on the flight when KLM doesn't see any proof of that ...
