Going in May. Pretty excited to try and get double the value out of my USD exchange into Bolivares! After doing some searching around online it sounds like it's pretty normal, and that you don't have to get in super sketchy situations to make it happen anymore.

I also, while taking the cautions seriously, doubt I will feel too un-safe in Caracas, but ya never know.
