The Mileage Run Deals forum where you posted your question is not the right place to ask about when to get a cheap high-season fare. It is ONLY for the sharing of mileage/status-earning, low-cost airfare deals (not requests) that are ONLY for accumulating miles or status.

Have a look through the Mileage Run Deals fares just in case you find some fares from your nearest airport; you may then start to earn lots of miles for a low cost and be able to redeem the miles for a peak-season fare.

Regarding your question about the best time to get lowest peak-season fares: that could be dependent on which airline you can use, the competitive situation and the travel industry and economy's woes.
