Each level of Medallion has an upgrade window. If any upgrade inventory is available when that window is reached, upgrades are cleared to the number available.

So for example, everyone above Gold has cleared, 2 V bucket seats, Gold window is reached, the first two Golds are cleared. Any remaining Golds will wait for either more V to be released, or the gate, whichever comes first.

So it is not all or nothing, they could clear one at a time if that is how the upgrade inventory is released.
