Is it Everyone or No one on Advance Medallion Upgrade?

Thanks, in advance, I am a Delta GM on flight 1629 NYC- LAS on 10/15/2011.
This flight is a 737-800 and has 16 F seats. On the seat map they show 9 F seats as still available.
I have not received an upgrade as yet. So I was curious as to when and how Delta decides to leave upgrade to the gate.
DO they ever clear DMs & PM s and then leave the lower medallions to the gate?
or
Is it all or nothing... All types of medallions clear in advance or No Medallions clear in advance?
