Yes they have suites. Although even if they didn't have suites, I would still count not getting an upgrade at a hotel with no suites as not getting an upgrade. 28 out of 30 stays are not upgraded, which doesn't change if the hotel has or does not have suites.
I see your point though and would be happy to add the qualifier of: I have only been upgraded once out of 35
eligible stays this year. (Eligible being defined as a hotel with standard suited. And again, I really don't care about suite upgrades.)
As a means of explanation for my perceived low upgrades, I stay five days a week, Sunday through Friday. I have also spent most of the time in NYC where 80% of the people checking in are platinum.
EDIT: Also, I arrive around 1-2 AM most Sunday nights. So by that time xx number of plats have checked in with a number of them complaining that they didn't get an upgrade. So even if I was on the list, my preassigned upgrade is already gone.
And those platinums should complain. Now that I see the list thing is real, it is pretty bothersome. If that is the way SPG wants to do it, they should update their T & Cs to state that upgrades are given to members based on a priority ranking or however we feel like doing it. If it is not "at time of check-in, based upon room availability for your entire stay," don't say it is.
