If you don't need the latest bells and whistles (4G, front facing camera, etc.) you can find the original Google Nexus One for under $300 new. Since it is a pure google phone it gets Android updates quickly. Make sure you get the AT&T version - T-mobile 3G frequencies don't work in Europe, so you would be stuck with EDGE speed.
All versions of the Nexus One support European/World 3G frequencies.
The T-mobile variant supports UMTS 900/1700/2100 and will work on T-mobile US, WIND Canada, and the rest of the world.
The AT&T variant supports UMTS 850/1900/2100 and will work on AT&T, Rogers Canada, and the rest of the world.
