No.
At this point, it depends on whether there's X class (sticker upgrade) or A class (miles/eVips) available. Both go by status priority if there's a waitlist.
This remains true until the airport waitlist begins. See below.

Only if A class is released and X class is not.
Once it goes to the airport upgrade list, then it becomes purely by status and then date of request. Currency is irrelevant.
