That's not necessarily true. Remember, X inventory can be available (though not visible) more than 100hrs out because connecting pax will be eligible for an upgrade at 100hrs prior to their originating flight. Therefore if at 110hrs there is an X seat but no connecting EXPs and then at 105hrs an A seat becomes available then it will go to the PLT waitlisted for the mileage upgrade instead of the EXP waitlisted for the sticker upgrade.
