Sorry but you're incorrect and Smirnoff is right.

There is a policy and staff are trained from time of joining how to add a connection on check in. However, any connection added MUST be another oneworld carrier, it cannot be just any airline.

The policy is that we can thru check bags on oneworld carriers, even on separate tickets, but nobody else.
