This often happens with Hertz awards. Obviously, the certs would have much better value if they didn't claim your free rental day "cost" $150, and you had to pay taxes on that.
I'm certain that's been the case for me, though I can't figure out how each outlet has been calculating the amounts, with one place charging me nothing at all. Just in case, though, I always make my reservations using any available discounts. That way, I think my fees would still have only run about $25-40 typically - though of course this is highly dependent on the price/location of the rental.
