Either they've changed the rule, again, or they've done a rather poor job of differentiating between the international premium cabin allowance and the domestic F allowance. The text now reads "Customers ticketed and confirmed in BusinessFirst, First Class, Latin Business, or Business Class at time of baggage check-in" as being permitted 70# bags so you should be good there.
And, yes, the CO policy applies since you are flying on CO metal.
