I thinks LCY arrivals and departures are tied into the LHR and Greater London airspace. Thus the convoluted departure path when taking off to the west to avoid the LHR arrivals track from the NE & NW holding patterns.
LCY and LHR can operate in different directions.
Today, the issue might be more likely to be the wind:

I suspect that nobody will be terribly keen to take off or land with a ~14 knot tailwind at LCY.
