Recent travel (personal witness) has indicated that the first is the case, and OP should be able to check 12 bags, each weighing 70 pounds, all free of charge.

That's been my personal experience as well on PMUA. I'm sure SMI/J will lessen it though. He already has slapped silvers with a 50% downgrade.
