My apologies, but I usually have difficulty reading your posts and this one is no different. So please correct me if I have misread your intent.

Handcuffs are not a prohibited item. They are also not a commonly carried item by the average citizen, they are usually associated with LEO’s and the like (odd bedroom preferences aside), so if I were to see them in a bin on my x-ray screen I would also expect to see a badge in with them or in a bin previous or right after them. That was the point I was trying to make, usually they come with a badge close by. If they don’t I might be a bit curious about them but surely would not call for a bag search specifically because of them.
