I read an article about a fellow in China who took a flight to another city in China because the wait times for the visa interview at his local office were over 12 weeks, and by traveling internally he cut that in half. I helped a friend from the UK apply for a US visa so he could come visit me, and it took us about 5 read-throughs before we figured out he didn't even need a visa but rather an ESTA (his "criminal record" consists of failing to pay his TV license 15 years ago but it's a criminal record nonetheless).
The point is, you shouldn't have to stand on your head to get a visa, and the country is losing out on a lot of tourist dollars by making it so cumbersome and imposing. Brazil and China are both undergoing a shift in the distribution of wealth. The newly rich or newly upper-middle-class are going to travel. They are going to spend. If upping the staffing and streamlining the process means more tourists (and their dollars) end up here, then I'm all for it.
