The only MQMs that are transferable are those that are earned when reaching the spending thresholds of the AMEX Delta Reserve card.

Q1 is a "yes" if the MQMs are earned with a "Reserve" card and a "no" if they are earned via other AMEX Delta cards.

Q2 is a "no". MQMs earned via flying cannot be transferred to to another person.
