A logical assumption but... most Peruvians I talk with do not think so, they think it is better to treat tourists well... even LAN employees seem sympathetic... and the owner of Peruvian Air has spoken out publicly criticizing the practice... and some local politicians say... well, doesn't matter, politicians will say anything
