So true. Worth noting that the main difference is that you don't get to waitlist for the upgrade with the CO system. In turn, that creates a high degree of mystery and unpredictability to the process.
Did EUA run or not?
Or did it run, and there was no inventory when it ran?
When will it run next?
Will that inventory still be there when it runs next?
That said, with such a mysterious and opaque process, it's actually a good thing that the agents don't manually upgrade people. The main reason for that is that since there is no visibility into why the upgrade did not happen (did it fail, did EUA not run, was inventory not there at the time but it's there now, etc.), the agent has no clue whether you're the next legitimate upgrade or whether there are others impacted as well.
Perhaps CO could build yet another workaround on top of their kludge of systems and allow customers and agents to request on-demand EUA.
