'taxes and fees' are levied by all airlines. Correspond to a mix of government taxes, 'airport taxes' which have nothing to do with taxes but are really airport usage payments, fuel surcharges, etc. The difference one finds is typically that some of these elements (like the fuel surcharge) tend to be included in the price ticket element (rather than taxes and charges) by some websites. As far as I know, all entirely legal.
