I'm betting that at around the 3 hour mark before the flight 6 to 8 of those remaining FC seats were given out to upgrades and the upgrade list got a lot shorter. I've seen it happen MANY times and it's the norm for CO.

Yes, and it does not require making any phone calls. The upgrades are processed automatically based on priority, not based on who happens to call a few moments after space opens up.
