You mentioned you want your US Dollars to go far, so I vote for Southeast Asia or Eastern Europe.

Most of the other places mentioned here are relatively expensive in US Dollar terms.

So for maximum cool, and maximum US Dollar value, you might try Riga, Latvia. Or if you want warmer temperatures, try Ho Chi Minh City, Vietnam.
