And as for "inspection point isn't some counter that security took over...all bags pass through the end of the check-in island", the security officer was seated on the last counter of the aisle, and was facing the check-in aisle at the time of my walk-past, helping another passenger to put her large luggage back on the belt. While he was standing, the baggage was passing in the belt behind him - in fact in retrospect I believe whilst he was standing up to handle the large luggage, bags will be passing by him uninspected (I noticed no second inspector throughout unlike the carry on baggage x-ray). I was entitled to the oversized luggage conclusion I've drawn.
