DL FA's still have a hard time with the whole world-class business class service concept. Most of what you described sounds like laziness to me.
I recently flew BE ATL-DXB round trip ($9600) and the service was not good.
While DL business class is competitive within the offerings of US airlines it does not compete on the world stage.
I'm not sure that this is the fault of the FAs vs DL. Does DL have a world-class offering, does DL train their FAs appropriately, and does DL monitor the service delivered?
BusinessElite should be re-branded to
PigglyWigglyFliesLieFlatOnPleather. The messy, over-crowded SkyClubs are a joke, the stark blue and white cabins are awful, saying Ni How Dee upon arrival in PVG is unacceptable, those new Lav Floor trays are disgusting, the food is mediocre, and the world class cultural awareness is sub-par.
I really think the FAs for the most part are doing the best they can. They need a world class environment to work in, tools to do their job, reinforcing training, and for some, clear expectations or you're out.
BusinessElite needs a total refresh.
