Aeroplan probably rezoned it.............. Just like Asia 1 and Asia 2, its not based on geographical location, but whether its a developed country or developing country.

Singapore is south of Vietnam, Cambodia; yet Singapore gets charged lower than those latter.

Long story short, dont try to use geography to explain the zones fully.
