Did the actual tag also have the letters 'HOT' on it? For some reason flights via MUC do get the HOT designation even on connections of 3h. Usually just a hint for sorters/loaders to sort/load correctly during loading/unloading.

F/HON luggage is separately loaded in MUC, so usually it should be first on the belt if the outstation follows the script.
