How do you plan to pay off the card? Are you going to pay the entire balance during the first statement? If not, then the bonuses earned from the card might be negated in interest charges.

You might also have an issue with getting a $30k limit when you apply for the card, can you split the payment up? You might need to look into the ability to prepay on the card before charging the $30k.

The Chase Sapph Preferred is a good option, currently they have a 50k sign up bonus. It has no foreign transaction fee. Redemption options are good, as you can transfer the points to airline or hotel programs, or spend points to book travel through their travel site at a 20% discount (1.25 cents per point value). It gives a 7% points bonus at the end of the year when you keep the card, so your first year you'd have 50k sign up bonus, 30k from your spend, and then 5.6k for the bonus for a total of 85,600 points. Overall it's a great card to have, but will come with a $95 annual fee if you decide to keep it (which you don't have to do, but wouldn't get the 5.6k bonus points).

The BA 2-for-1 voucher might be a better redemption and I'm pretty sure it has no foreign transaction fee. Overall the card isn't as great of a card as the Sapph Preferred, but if you don't plan on keeping the card past the initial year then that's irrelevant. I don't know what (if any) sign up bonus BA Chase has, but if it's a good amount then it's probably a better deal. You'd get 37.5k miles from the purchase, and if you have any other miles (or AMEX MR points to transfer), you'd be able to get two awards for the price of one. Great deal if it's a business/first class award. If there aren't any bonus points for the sign up, then I think the Chase 80k-85.6k points are better than the BA 37.5k miles and a 2-for-1 voucher.

Looks like the British Airways website has an offer for the Chase BA VISA with a 50k miles sign up bonus. 50k miles sign up bonus, plus 37.5k miles from spending $30k, plus a 2-for-1 travel voucher is pretty good.
