Why keep calling? You can't move-up over the phone; you can only do it at the airport. Seems like an easy way to frustrate yourself. The reps on the phone don't do move-ups so are unlikely to be fluent in how that is accomplished. (Your experience at the airport where the ticket agent didn't know anything about move-up is its own issue altogether).
