Actually you can do it:
1. Buy a fully refundable ticket
2. Go on-line and buy the miles
3. Wait for them to show up
4. Cancil the ticket and get the refund.
The purchased EQMs and RDMs will stay in your account. I know this works because I had to cancil a ticket after I had bought the miles.
You can also do this with a reward ticket and redeposit the reward.
