1 - No, there are very few reasons to not link accounts (timing when one receives upgrades, for one)

2 - I believe you have to book CO itinerary, and I'm not sure if there are other requirements (only CO metal?)

3 - You can't select the amount of maximizer miles you want to buy, you are limited to some options based on how many miles you will be flying.

4 - I would link accounts for sure. Some people have reported you can buy maximizer eqm's without actually traveling, I would look into that.
