So why not add an optional functionality to it and make it a travel document as well (just like the INAC card was updated to maintain its travel document status)?
Considering that provincial birth certificates are no longer wallet sized (at least in Alberta), a wallet sized citizenship card is on my todo list. As a U.S. LPR, I use my wallet sized Alberta birth certificate and U.S. D.L. to enter Canada by land, and my green card to re-enter the USA by land (or air or sea).

Note that natural born Canadians born outside of Canada need a Canadian citizenship card to get a passport, and technically such a Canadian would need either the card or the passport to enter Canada. Not sure what new borns do, since the obtaining the citizenship card can take months.
