I would be very disappointed if this is true...(though I still do not see any update on the website, and I haven't seen or received any email announcing this).

Air Canada made the switch to charge for the second bag for Y class just a little awhile ago (gave passengers 2 weeks notice). the cost is $70 (which is interesting because when they first introduced the idea of charging a 2nd bag fee for YYZ-TLV 2 years ago it was $50- the idea got canned at the time as it was the only non-NA/EU flight to be charged a 2nd bag fee).

Delta's planes are indeed awful. But the flights are cheap and if your allowed 2 bags, its probably more bang for your buck.
