I don't think CX is deliberately limiting access to its award inventories for AA and other partners. (It is not like SQ, which practices flagrant discrimination against Star Alliance partner programs.) It's just that glitch between different CRS/GDSs, I think. I myself had two experiences where AA can snatch a seat when CX cannot. (I wanted to use CX miles.)
If revenue seats are available for the flight you want, CX will increase award seat availablity toward the date of flight.
One good thing about AA's program, if you are an Executive Platinum, is you can get an award seat on CX even several hours before the departure, for free. (You, of course, need to pick up the ticket at an AA counter, though.) CX will charge you an expedite fee if the departure is within one week. I think it's 75USD. I used this expedite thing twice but on both times, Marco Polo Club failed to telex a message to the right place. They just messed up. I didn't think they were all well prepared for it.
I don't think you can transfer AA miles to CX.
