I believe the idea is that you've already gotten credit for everything on CO (as has everyone else).

CO counted both base EQMs (BIS) and bonus EQMs. So everyone's OP numbers reflect both. UA counted only base EQMs, so everyone's MP numbers are lower than they would be under the CO counting system.
Current MP count = BIS. Adjusted MP count = BIS + bonus EQMs. So you will get a bump for whatever bonus EQMs you may have acquired on UA.

It's not that MP folks are getting extra. It's just that the CO numbers have already taken the bonuses into account.

Or at least that's how it reads to me.
