Not really. Not in the US, anyway.
The 'rules' are whatever TSOs decide they are. That's why TSA assists Britney Spears in getting her cup full of ice chips and NO LIQUID through security but confiscates empty bottles for other folks.
Sometimes these things seem to be particularly highlighted for a while or applied consistently/outrageously at certain airports/checkpoints. That kind of info, even though it's constantly changing, can be helpful in deciding whether or not I want to try to take something through the checkpoint.
I'll risk losing an empty 'disposable' water bottle; a Nalgene, no.
