The fact is, "stupid" people exist in every walk of life, website users,website owners, website administrators (we are after all talking about a website that could not work out a simple tax&fees column correctly). I'm not sure why someone's intelligence or lack thereof is relevant in relation to returning money that was taken incorrectly due to a website owners "stupidity" to use your description. Do non-"stupid" people never make mistakes due to carelessness or plain tiredness ?, should we have some sort of intelligence test before determining whether a refund should be paid ?
