Not so much my interpretation (actually quote) of the regulation than that of the airlines.
I was talking to AF's head of legal department, and her view is that the ECJ changed the scope of the regulation without having the power to do so.
Without debating whether she is right or not, it does remain that nowhere in the text of the regulation does it state that delays entitle to compensation.
