I agree you can also call Cathay and ask them to do a scan. I know the times I've tried to get through on the toll free number I frequently have trouble when calling from the States. I can get through directly while in other countries, but the call center in LA seems a bit over-taxed at times. This is just meant to be another alternative for those that prefer online checking of options, etc.
Yes, it is from the ITN tool as well, so the availability is going to be similar in most cases to what you can pull up using the UAL ITN tool. The Amex ITN site nowadays makes it quite difficult to pull up your carrier of choice.
My understanding is that under certain circumstances availability on the Cathay ITN tool is slightly different though than available to the "general public" such as the UAL ITN tool, and that the availability from the Cathay ITN tool is slightly more accurate when flights are particularly full.
In any case, I hope the tool turns out useful in some cases for some people.
