I wear contact lenses and have learned to just put my 3.5-oz bottle of contact lens solution in my 3-1-1 bag with all my other sub-3-ounce liquids. (It's a Boston solution for hard/RGP contact lenses, which for whatever reason is difficult/impossible to find outside the U.S.)
It's been years since I've been asked about it when travelling within the U.S. Occasionally -- perhaps once every year or two -- I am asked about it when travelling outside the U.S. Once they realize that it's a medical solution, there is no problem. (In Korea, the non-English-speaking security agent studied the bottle, asked about it by pointing to her eyes; I nodded, and she cleared it through.
So I no longer bother declaring it specifically. I do put it in its own ziploc bag (one of those smaller snack-sized bags), not only to control leakage, but also in case I need to remove it from my 3-1-1 bag and run it through the x-ray separately, but so far I have not needed to do that.
