There are some tickets listed as non-refundable, but that can get waived if there are IRROPS that prevent the train from operating. Read the terms associated with your ticket before purchasing and you should see if there are any special conditions.
It seems that the terms always say the same thing and keep it vague as bolded above. Are you saying that it would specifically state more in the terms if it were a 'special condition' fare?
