How to "Declare" a liquid > 3.4 oz.

I did a search and found some discussion about this but not exactly on point.

My wife and I both wear contacts and we use the original Boston lens solution, which comes in a 3.5 oz. bottle. We'll be in Europe for two weeks and ideally would bring two bottles. We are not checking bags.

I understand one can 'declare' a liquid like this and not include it in the 1 quart bag. What specifically do you do to declare it? What if there's no TSO on the outside of the x-ray belt? Who do you tell and what do you say?

Alternatively, we could pour the stuff into 1 oz bottles and take several. Not sure they would like that either.
