I had the same problem with my Chase Marriott Visa card. I told them the dates that I would be in Bulgaria and they froze my card for "suspicious activity in Bulgaria." I had previously used this card in Malaysia, Singapore, Thailand, and at the NRT airport with no problems.
One of my co-workers had the same problem with Chase when he was in Latvia.
