Have you booked the ticket already, or are you trying to? I guess the problem is that you can't contact Customer Relations until after you've flown. Could You First help?
Is Tokyo in Area 3 (as I say, I know nothing about ticketing....)
A few people seem to have had not dissimilar issues in the past and you may want to do a search, in particular
this thread, which seems to indicate that there is only one stop allowed each way.
