Doesn't that depend on the distance of the flight?

So < 1500 km is 2 hours
> 1500 km and <2500 km is 3 hours
>3500 km is 4 hours

The distance between LCY and ARN is 1439 km and thus less than 1500 km hence the 2 hours surely?
