I think the Mexico/Canada thing had an effect, and certainly all legal immigrants with citizenship had to get passports with that as well. The people I saw in the post office, though (especially on Saturdays) looked by and large like a cruise-taking crowd or trying to go somewhere like Cancun or the Caribbean.
