I have BofA and have never had this experience. Then again, I always look around for one of the ATM alliance ATMs (at least in places like LHR/LGW, CDG, FRA and other places where its possible), which probably helps.

My mom had her Bank of America debit card shut off on a domestic trip. They were extremely puzzled by the fact that it is indeed possible to use your debit card in St. Louis, and about 4 hours later, use it in Los Angeles. I had the opposite happen. I had to protest 2 charges on my AMEX, which had been stolen at ORD and was used at some gas stations in Chicago while I was flying back to LAX.
