Hotwire seems to have fixed this problem now. I checked a number of options on Istanbul, and the taxes and fees were always in the normal range. Another person on betterbidding reported they are no longer seeing the problem on Stockholm and Copenhagen.

Whew! Now I can go on planning my trip.
