It's normally been very cut and dry in my previous experiences. If there's tons of space, they'll upgrade me a couple days out. If there are only a few of seats left, I just assume I'm not getting the upgrade. But there's a boatload of seats available on this flight, what are they waiting for. I've generally tried purchasing tickets 3+ weeks in advance for international travel, admittedly this was much closer to the flight date if that makes a difference.
