So if this exception exists, can the COS who holds a self-Companion-Pass and is traveling as the Companion of someone else take advantage of the extra free seat?
If the T&C said just: "An individual may not travel as both a Member and a Companion on the same flight," then no, the COS couldn't. But then they add a qualifier. With the exception, apparently yes.
